I do not know how Hong Kong is financing its exhibit, but presumably it should be easy to charge the contributions to the general expenses of the Exhibition borne by the Colony.

the Ministry of Health will get into a mess that the Foot of Hong Kong and the unofficial members will be thoroughly infuriated to the effect on our trade with China will go far to outweigh the probable benefit from the Exhibition.
I am therefore slow to put any pressure on Hallifax.
